How Do You Gently Stop Someone Who Won't Stop Talking?
The gentle way to stop someone who will not stop talking is to close with their own words. Summarize what they just said in one sentence, accurately, then ask a single narrow question. Most people hear an accurate summary as proof they were understood, and being understood was the thing they were talking to get. The talking stops because the need behind it was met, not because you cut it off.
Why interrupting does not work
Cutting in tells the talker they were not heard, which is the exact condition that made them talk in the first place. So they start over, louder, or they resent you. Either way the conversation gets longer. The instinct to interrupt is understandable and it is the one move guaranteed to extend the problem.

The summary is the off switch
So what you are saying is, and then one sentence that captures their point. If the summary is right, they will nod and stop, because the loop they were running has closed. If it is slightly wrong, they will correct it in one sentence, which is still shorter than what they were doing. Get the summary honest rather than flattering; people can tell.
Then ask one narrow question
A narrow question hands the floor back on your terms. Not what else, which reopens everything, but a specific question that has a short answer and moves the conversation toward where you need it to go. One conversation is a technique problem. A person who does this every time is a relationship problem, and it needs a different, kinder conversation at a calm moment, about time rather than about them.
