Rizz intensifies is a caption, not a phrase people say, and it comes from a meme format older than rizz itself: an image or clip shakes, and the caption reads whatever it shows, followed by intensifies. Applied to rizz, it means the charm on screen is escalating, someone is laying it on thicker, the flirting is going up a level, and it is almost always a joke, aimed at a clip where the rizz is either impressive or painfully not. If you have seen it under a video of a toddler complimenting a waitress, that is the whole thing.

Where the format came from

X intensifies is a meme format from the early 2010s: a still image, usually of something already ridiculous, is made to shake, and the caption names what is supposedly building, with the word intensifies in brackets. Rizz intensifies is that format with the slang word of the last few years dropped in. Nobody needed to invent it; the two things found each other.

How it is actually used

Three ways. Sincere: under a clip where someone genuinely charms a room, as the moment the audience notices. Ironic, and most common: under a clip where the attempt is clumsy, so the caption is the joke. And self-deprecating, on a person's own video, to say I know what I am doing here and I am doing it anyway. The caption reads as escalating regardless of whether the rizz is real, which is why it is funny under a clip where it clearly is not.
